Spencer, IA (northwestiowanow.com) – A Spencer man was arrested for OWI and multiple drug charges following a hit-and-run alert early Saturday morning.

At approximately 12:30 a.m., a Clay County deputy located a black 2020 Chevy pickup near the 2600-mile marker of Highway 18. The vehicle matched the description from a hit-and-run incident reported in Ruthven. The driver, identified as Justin Cook, 41, of Spencer, was stopped and questioned.

Upon contact, the deputy detected the odor of alcohol. Cook failed a field sobriety test and was taken into custody. A search of his person revealed marijuana, and a further search of the vehicle uncovered additional marijuana, open containers, cocaine, and drug paraphernalia.

Cook was arrested and charged with open container and possession of drug paraphernalia, both simple misdemeanors. He also faces charges of operating while intoxicated (OWI) – first offense, a serious misdemeanor, and possession of marijuana, an aggravated misdemeanor. Additionally, Cook was charged with third-offense possession of a controlled substance – cocaine, which is classified as a Class D felony.
