ESTHERVILLE, IA (Northwestiowanow) — The Emmet County Board of Supervisors has approved a settlement with Redrock Wind Project, LLC, ending a lawsuit and allowing the wind farm to move forward.

The board approved the settlement Tuesday morning, January 13. The agreement adds stricter rules, including bigger setbacks from homes, fewer turbines, and limits on shadow flicker. In return, the county will issue the necessary permits, and Red Rock will drop its claims for damages.

Attorney Matt Brick explained why he recommended approving the settlement, pointing to legal risks, financial exposure, and changes made to the agreement.

During a heated public comment, many residents questioned safety and fairness. Joseph Crowley, senior developer for Invenergy, attempted to reassure concerns.

After the resolution, Vice Chairman Tim Schumacher said approving the deal was the best way to protect taxpayers.

The settlement passed with a unanimous 4-0 vote, with Supervisor Jeff Quastad abstaining due to a family conflict.
