Spencer, IA (Northwestiowanow.com) — A former Spencer city employee has entered a “Not Guilty” plea in a theft case involving over 46 thousand dollars in public money.
LaVonne Bell was fired in June of 2024 and charged in February of this year for first degree theft, credit card fraud, and felonious misconduct in office.
When the case went public, State Auditor Rob Sands said he personally investigated the case at the city’s request, and said Bell admitted taking the money to Sand himself.

The Clay County Attorney’s office has brought in a special prosecutor to handle the case. On Monday April 13, the court issued an order to begin fixing a trial date. Bell remains free on bond.
