ESTHERVILLE, IA (Northwestiowanow) — The Estherville City Council is taking additional time to review a proposed upgrade to the surfacing at Ninja Park.

Work on the park’s surface was discussed during the regular city council meeting Monday, June 15.

City Administrator Penny Clayton says the issue stems from damage caused by flooding in 2024.

Clayton says FEMA has agreed to contribute approximately $147,000 toward the project. However, the lowest bid to replace the surface with a new turf material came in at a higher cost.

During the meeting, council members indicated they would like more time to evaluate their options before moving forward.

In the meantime, Clayton says Ninja Park remains open and continues to be used by the public.
