Spencer, IA (Northwestiowanow.com) — By this time next month, you will already have sampled some of the new foods at the Clay County Fair. We count twenty-seven new offerings from the concessionaires. And Puerto Rican Beef Empanadas from La Borinqua – savory pastries filled with seasoned beef.
