Spencer, IA (Northwestiowanow.com) — Housing consultant Keith Carl says the city of Spencer is already taking steps to spur new construction and repair work.

 

He says that while some neighborhoods might benefit from a rehab program, the city also needs entirely new neighborhoods.

 

 

Carl believes the construction of upper end homes could free up those considered “affordable” by new buyers.

 

 

Carl also believes the development of retirement communities could free up single-family homes.
