Spencer, IA (northwestiowanow) — A Spencer man is facing a dozen felony charges after authorities allege he stole more than $95,000 worth of property from businesses, a golf course and residents in Clay County and neighboring counties.

Court records show an investigation was launched after reports of thefts totaling approximately $39,823 from two Spencer construction businesses, a golf cart valued at $2,100 from the Spencer Municipal Golf Course and more than $52,600 worth of property from residents in Clay County and surrounding counties between November 2024 and May 2025.

On Sept. 3, 35-year-old Cody James Millard was charged in Clay County District Court with three counts of ongoing criminal conduct and three counts of first-degree theft.

A second case filed the following day added six more felony counts, including one count of ongoing criminal conduct, two counts of first-degree theft, two counts of second-degree theft and one count of third-degree burglary.

In total, Millard faces four counts of ongoing criminal conduct, five counts of first-degree theft, two counts of second-degree theft and one count of third-degree burglary.
