Spencer, IA (Northwest Iowa Now)- The city of Spencer hopes to have more details this week on two more federal flood assistance programs. Deputy City Manager Kevin Robinson says one is demolition assistance, where the owner retains the property.

The other program is federal money, administered by the state and city, that would purchase targeted properties where structures can never be built again.

The amount of Public Assistance will be tabulated at the end of December, and the buy-out program could take another three years. Robinson says the city will also have to finance 15 percent of any potential buyouts.
