Spencer, IA (KICD) — Spencer Fire Chief Jesse Coulson says rescue crews know of a vehicle that is still submerged in flood waters, but do not have confirmation on the driver’s whereabouts.   Coulson made the statement at a noon news conference at Spencer City Hall along with other members of the city’s emergency response team.

Coulson says “conservatively” 383 were rescued, including many by citizens in private boats, and two who were rescued from the top of a vehicle by the Iowa Air National Guard.
