Spencer, IA (KICD) — There’s an emergency sand bag station in the city of Spencer. Public Works Director Mark White says it’s a joint service of the city and Clay County.

White says a lift station in the Fairview area was having problems keeping up with excess surface water on Friday, so it was bypassed and a temporary “Combined Sewer Overflow” was created until the level goes down.
