Spencer, IA (KICD)– A Spencer man has been taken into custody for failure to register as a sex offender after his release from jail. The Clay County Sheriff’s department served an outstanding warrant on 39 year old Patrick Bishop last Tuesday morning – December 27th. The warrant was for four separate violations of the law saying convicted offenders must add themselves to the registry when they move.
