Ruthven, IA (KICD)–A welfare check on New Year’s Day turned into a drug incident for a Ruthven man. The Palo Alto County Sheriff’s Office was dispatched to 1401 Carr Street shortly after noon to check on a resident and was assisted by the Clay County Sheriff’s Department.

The officer in charge says the call escalated into a confrontation with 45 year old Santi Keoninh who was charged with interference with official acts and disorderly conduct.

At the scene was charged with possession of drug paraphernalia. Authorities say as he was being booked into jail in they found illegal drugs on his person leading to charges of possession of contraband in a correctional institution.
