Hartley, Iowa (NorthwestIowaNow.com) — A 59-year-old Hartley man, Mark Patrick Carrigan, was arrested on Monday, June 2, for obstruction of emergency communications.
Carrigan’s arrest followed a series of 911 calls where he initially reported missing items. When informed his situation wasn’t an emergency, he allegedly began yelling at the dispatcher and making threats about harming officers. Despite the call being ended, Carrigan reportedly made three more calls to 911, continuing his aggressive behavior and threats.
