IOWA (Northwestiowanow) – A legislative effort to bring Iowa lawmakers back to the Capitol for a special session to overturn Governor Kim Reynolds’ veto of a pipeline-related bill will not move forward.
The bill, passed during the 2025 legislative session, would have limited the use of eminent domain for carbon pipeline projects. Governor Reynolds vetoed the bill in early June, and some lawmakers wanted to return to Des Moines to try to overturn her decision.
State Representative John Wills (R–Spirit Lake), who serves as Speaker Pro Tem of the House, tells NorthwestIowaNow that the House had enough members in support of a special session — but the Senate did not.
Without enough support from both chambers, the special session will not happen.
The issue is especially important in rural areas, where landowners have raised concerns about private companies using eminent domain to build carbon pipelines across farmland.
