Spencer, IA (Northwest Iowa Now) — The Spencer city council voted to formalize several flood-specific positions.
Although details need to be worked out, the council approved a 28-E agreement with Clay County for a long-range flood group coordinator. Deputy City Manager Kevin Robinson – himself brought on to coordinate efforts during the emergency – says the position is designed to make sure needs don’t fall through the cracks, and efforts are not duplicated.

Clay County Emergency Management Director Eric Tigges would like Spencer Human Resources Director Jessica Wright to step into the roll. Wright says she’s amenable.

 

Councilman Ron Hanson feels Wright is too valuable in her current job.

The 28 E agreement was passed unanimously. The council also approved a contract with the M.S.A. firm, company representative Chris Jansen described the services they can provide.

Both the extra jobs at city hall and the Flood Recovery Group Coordinator are long-term, but temporary. Spencer City Manager Dan Gifford is confidant all of those salaries will be reimbursed by FEMA.
