Spencer, IA (Northwestiowanow.com) — The city of Spencer has been without a full-time budget director since Brian Weuve left for the city of Pella back in August of 2023. After a series of interim directors – including Spencer’s former city manager Bob Fagan – Perry Borchard was brought on board last week. The Morningside graduate says he’s lived in Northwest Iowa all of his life except for his time in the military.

Borchard will also serve as the Deputy City Manager in Spencer.
