Spencer, IA (Northwestiowanow.com) — The city of Spencer continues to plan for the next natural disaster. City Manager Kevin Robinson says there’s a plan, a chain of command, and deeper training in case key personnel happen to be unavailable.

Robinson says nearly a year after the flood the city keeps getting asked why they didn’t sound the storm sirens. He says the city consciously decided not to turn on the alarm, because they didn’t want residents going to lower levels where they could have drowned.

Robinson said during last week’s community flood briefing the city is nearing the next phase in the process.
