Spencer, IA (Northwest Iowa Now) — Sunday was a day where many people took time to reflect how much their lives changed exactly one year ago during the tragic flood.

Many gathered at East Leach Park for a community wide worship service, followed by a special proclamation made by Mayor Steve Bomgaars, recognizing Spencer and its citizens for their resilience in helping Spencer build back. The Mayor also made a surprise announcement:
