Spencer, IA (northwestiowanow.com) – A proposed ordinance to allow backyard chickens in residential areas has been shut down.

The Spencer Planning and Zoning Commission held a public discussion on the ordinance, which aimed to permit a limited number of hens with specific coop and setback requirements. The proposal drew strong opinions on both sides during an almost hour-long public hearing.

Clayton Saxton, Spencer Location Manager for Hy-Line North America, warned of the risks of avian influenza and its potential impact on the local poultry industry.

City staff also raised concerns about enforcement, citing a lack of facilities to house non-compliant chickens and an increased workload for city departments.

Supporters included a local veterinarian and several Spencer residents. They emphasized food security, sustainability, and educational benefits. One Spencer’s mother spoke about the value of teaching her children where their food comes from.

Despite strong arguments from both sides, the ordinance failed to move forward — after a 5–2 vote made it clear that the proposal wasn’t over easy. For now, urban chickens remain off the table in Spencer.
