Spencer, IA (Northwest Iowa Now) — The city of Spencer’s municipal government consultant believes the City Manager should have more control over his staff.
Brent Hinson presented a report to the city council Monday night, and said an effective Manager needs the ability to reward, guide, and discipline employees. Hinson says that’s the way it was up until 2011.
But – Hinson says – final decisions would still rest with the council. Hinson says in Iowa Police Chiefs, City Attorneys, and City Clerks traditionally answer directly to the mayor, and he would recommend that structure remain in place.
He also feels the City Council in a town the size of Spencer should be more of a policy body, and not get involved in the minutia of daily operations, so he recommends abandoning the city council committees.
Hinson presented his recommendations to a workshop session. The Mayor and City Council have reacted or discussed any possible changes in public yet.
