Spencer, IA (northwestiowanow.com) — Monday was Dan Gifford’s last regular city council meeting as City Manager. After three years at the helm in Spencer he’ll retire September 30th.

 

 

Deputy Manager Kevin Robinson was named acting City Manager by the city council effective October 1st.
